Whether the induced action tendency is carried out, or how it is carried out, may of course involve reflections and intentional decisions. In sum, it appears that the format of intentional action explanation is not applicable to the emergence of emotional states, or to the cognitive, motivational, or intentional sets that correspond to particular emotions.

This definition is unsatisfactory because it confounds the aspect of personal control with that of technical or mediated control. As we have seen, technical control does not imply personal control; if we can affect certain behavioral processes through an intentional arrangement of stimuli, this does not qualify them as intentional, personally controlled activities. On the other hand, when a given course of action is described as being intentional or under one's personal control, this description will generally not apply to all aspects or elements of the process.
