The drive to sweep away the barriers in the Old Regime to change in health and medical policies, according to a recent study, was due to a new "mentality of intervention" that had been growing in France since 1750.

As in Germany and Britain, the range of practitioners was immense and showed little sign of diminishing. "39 No clear line of demarcation, then, separated learned and popular medicine in France any more than it did elsewhere in Europe or North America. Efforts were made in France, as they were in Germany, to create schools of surgery and midwifery to provide a minimal standard of training for popular practitioners. The results, however, were similarly uneven. As early as the fourteenth century, French surgeons had organized themselves into guilds that influenced strongly the training of future surgeons.
